In the U.S., the Right would like you to think that all nudity is sexual and, since they are scared of sex, should be punished. Once in a while, politicians actually see past this as the city council in Pittsburgh recently did when it passed what's been dubbed the "wee-wee bill." Prior to the new legislation ,people urinating in public were either charged with disorderly conduct or public lewdness (the latter branding them a sex offender). Assuming Mayor Luke Revenstahl signs the bill, those caught urinating in pubic will now "only" face a fine of up to $500 for a first offense and an additional $500 if you don't clean up, which while still excessive is better than being branded a sex offender.
If the council actually wanted to help, they'd build more public bathrooms, but they are probably afraid of what might go on inside them.
